La mejor opción sería usar IPv6, y de ese modo conseguir que al menos el 60-70% (en algunos casos incluso más si te pasas a 464XLAT) del tráfico sea IPv6 y por lo tanto evitas mucho tráfico CGN. Obviamente esto son consideraciones generales sin conocer el detalle de vuestra red.
