Hi,

FWIW, this rev hopefully addresses the recent on-list discussion, which 
accounted for the last pending item.

Summary of the changes:

* I've applied Lorenzo's suggested defaults. -- as noted on-list all the
   values that we have discussed are a big improvement over what we
   currently have (in RFC4861), so it's nice to converge on something.

* I've renamed the variables as 
s/ND_DEFAULT_VALID_LIFETIME/ND_VALID_LIFETIME/ and 
s/ND_DEFAULT_PREFERRED_LIFETIME/ND_PREFERRED_LIFETIME/, since, at the 
end of the day, the intent is
   that if folks override their default parameters, the expressions are
   still used.

* I've added to extra rows to the table in the Appendix, to accommodate
   the values n=11 and n=12, since we now use "12" for ND_RAS_VALID.
